Defense Secretary Chuck Hagel’s nearly half-trillion dollar defense budget proposes retiring the U-2 spy plane in favor of the unmanned Northrop Grumman Global Hawks. It also calls for a smaller Army but does keep 11 Navy carriers and allows the Navy to buy two destroyers and two attack submarines every year. The budget has the endorsement of the Joint Chiefs of Staff, but is subject to Congressional approval.
